Contribution to the 27th session of the Working Group of the Universal Periodic Review Submission on the Republic of India

PEN International, PEN Canada, and IHRP (the stakeholder coalition) welcome the opportunity provided by the Office of the High Commissioner for Human Rights to comment on the climate for free expression in India since the last Universal Periodic Review (UPR) on 24 May 2012. This submission is based on a joint PEN International, PEN Canada and IHRP report, entitled Imposing Silence: The Use of India’s Laws to Suppress Free Speech, published in May 2015, and a follow-up field mission conducted by PEN International, PEN Canada and IHRP between 19 and 30 January 2016 and corresponding report.
