PEN International and PEN Norway welcome the opportunity to contribute to the fourth cycle of the Universal Periodic Review (UPR) of Türkiye. This submission evaluates the implementation of recommendations made in the previous UPR and assesses the authorities of Türkiye’s compliance with international human rights obligations with respect to freedom of expression and linguistic rights, particularly concerning restrictions on Kurdish linguistic rights, and the treatment of Kurdish writers and journalists.
