Shadow Report in Response to the Initial Report of the State of Eritrea

PEN Eritrea and PEN International submit this shadow report on Eritrea pursuant to Rule 74(2) of the Rules of Procedure of the African Commission on Human and Peoples’ Rights (ACHPR), with a view to contributing to the examination of the Initial Report of the State of Eritrea.2 PEN welcomes Eritrea’s report covering the period 1999-2016 submitted under Article 62 of the African Charter on Human and Peoples’ Rights (African Charter), but notes that this is the first report submitted by Eritrea after years of failing to do so, despite requirements by all States Parties to the African Charter to submit a report every two years.
